In government and finance, there is no "we'll secure it later." I design with Zero Trust, least-privilege access, and defense-in-depth baked in from day one. From Sentinel threat hunting to Conditional Access policies, security is the foundation, not a feature.
If you're doing it twice, script it. If you're doing it ten times, build a pipeline. I use Terraform, Bicep, ARM, and Logic Apps to turn repetitive ops into one-click deployments, freeing teams to focus on what actually moves the needle.
Cloud bills are design feedback. I treat cost optimization as a first-class architectural concern: rightsizing, reserved instances, automated orphan cleanup, and governance guardrails that prevent surprises before they hit the invoice.

From telecom R&D to the Bank of Canada, a track record of delivering at scale.
At the heart of Canada's monetary system, I serve as the go-to cloud specialist for the Bank's Azure platform. My day-to-day spans the full infrastructure lifecycle: standing up Landing Zone-aligned environments, hardening networks with layered security controls, and writing the Terraform and PowerShell automation that keeps operations predictable and repeatable. When something breaks at 2 AM or costs spike unexpectedly, I'm the one who traces the root cause, whether it's a misconfigured NSG, an orphaned resource, or a subnet collision. I also lead workload migrations with zero tolerance for downtime, using Site Recovery and Azure Migrate to move critical systems safely into the cloud.
I was the single-threaded owner of cloud infrastructure at Canada's deposit insurer, responsible for everything Azure across the organization's full subscription estate. I built the governance framework from the ground up: Management Groups, tagging standards, Blueprints, and Policy initiatives that kept dozens of workloads compliant without slowing teams down. The biggest win was migrating 300+ virtual machines off legacy on-premises hardware using a mix of rehost, refactor, and re-architect strategies, completing the program ahead of schedule. I also stood up the full security stack (Defender XDR, Sentinel, automated incident response) and modernized endpoint management with Intune and Autopilot zero-touch provisioning.
When COVID-19 hit, Health Canada needed cloud infrastructure that could scale overnight and stay locked down. As technical lead, I made sure it did. I helped keep the Quarantine Case Management System running under pressure and supported the Dashboard on Immunization-Related Diseases built on Databricks and Azure ML. Beyond the pandemic response, I designed the enterprise network migration to the Secure Cloud to Ground (SC2G) framework alongside Shared Services Canada, defining a model now used by multiple government departments. I also partnered with the Canadian Centre for Cyber Security to build a real-time threat monitoring solution and replaced the organization's aging remote access stack with Azure Virtual Desktop.
This is where I first proved that cloud could handle central-bank-grade workloads. I led the transformation of on-premises data centers and high-performance computing environments into Azure, giving the Bank modern, scalable infrastructure for the first time. The highlight was architecting a Databricks analytics platform that brought economists, data scientists, and engineers together to build a GDP prediction model spanning the next 30 years. On the operations side, I collapsed IaC deployment timelines from multiple sprints down to a single day using ARM templates and Azure DevOps. I also delivered a fully hardened Azure environment for an external Bank client, layering Terraform, Conditional Access, location-based policies, and OS-level 2FA into a solution that passed every security review.
Before government and finance, I cut my teeth in telecom R&D, building network function virtualization solutions for some of the world's largest carriers. I owned the full lifecycle: architecture, demos, proofs of concept, deployment, and handoff to customers like AT&T, CenturyLink, and Orange. My proudest moment was architecting the mCloud multi-cloud connectivity solution for AT&T, giving enterprise customers on-demand access to both private and public clouds through a single management plane. I also took the stage at the ONF 2017 Summit in San Francisco to present the R-CORD architecture. This role taught me how to build at scale, move fast under pressure, and communicate complex technical ideas to non-technical stakeholders.
